I want to use other devices to access My Total Connect Comfort and control my thermostat remotely (tablet, laptop, or smart phone). Do I need to register each device separately?

No - once you complete the registration process, you can access My Total Connect Comfort and control your thermostat from anywhere by visiting myTotalConnectcomfort.com from any device or by downloading the iTunes or Google Play App on your tablet or smart phone.
